Informal Organization: a New Dimension of a Social
Development Concept to Steer Public PolicyAbstract
This article presents the current public sphere which has been filed with
hopes of the citizens demanding their government to meet societys aspiration.
However, the mechanism of a formal public sphere can be too complex to meet
the citizens needs in a timely fashion. This study, therefore, explores whether
informal organizations can be served as an intervention to supplement an
unsatisfactory formal mechanism and whether they can be part of a citizenship
development process to steer public policy by participatory democracy.
